Māori and Pacific Evaluators | Co-Design Practitioners | Community-Led Change Agents

Dr Falegau Lilomaiava Silulu and Jack Nielsen are a married evaluation team grounded in whakapapa, vā, and a shared commitment to community led, culturally grounded evaluation. Falegau hails from the villages of Falefa and Mulifanua in Samoa. As a Postdoctoral Research Fellow at AUT’s Centre for Pacific Health and Development Research, she brings academic rigour and deep cultural insight to Pacific led evaluation. Her work honours spirituality, collective wellbeing, and indigenous knowledge—supporting systems change across health, education, and social sectors.

Jack is of Māori (Ngāpuhi) and Samoan (from the villages of Loto’pue and Vaie’e) descent. A skilled evaluator and facilitator, he specialises in kaupapa Māori and co-designed evaluation that places whānau and community at the centre. Jack has extensive experience working with diverse groups, including MELAA (Middle Eastern, Latin American, African, and Asian) communities, Rainbow communities, and the disabled community. He is passionate about relational practice, cultural safety, and building capacity in ways that are meaningful, inclusive, and lasting.
Together, they champion evaluation that is not just about evidence and defining impact, but about people, purpose, and positive transformation—leaving communities stronger than before.

Our Vision & Mission

Our Vision

To be a trusted leader in culturally grounded evaluation and care, empowering tamariki, rangatahi, whānau, and kaumātua to thrive. We aim to set the standard for culturally responsive aged care through the Pasifika Village, honouring the diverse values and wellbeing models of Aotearoa and the Pacific.
